when i join or make game i get black screen when i alt+tab and do ctrl+alt+delete it says soldat is responding and im not running any backround programs??

Open the Soldat folder then double click on setup.exe. Go to the 'More' tab and change around the ticks in the 'Troubleshooting' box and open Soldat.exe to see if it is fixed, try all combinations. If its not that then i'm not sure.
