The Bow, Flamer, and other specials would be OPTIONAL, and would default to off. You aren't forced to play with it.

I think the Rambo bow should be kept secret, because if anyone could just start a game with bots and keep massacreing them with it for hours then people would get tired of it. "Absence makes the heart grow fonder." The bow has to be something you have to earn. But I wouldn't mind using the flamer in normal games, it's just that it has no range.
