okay... I know it's "random" but are there certain requirements that one has to meet in order to be eligible for the member spotlight? I've noticed that they all seem to have at least 100 posts, but some appear to have been inactive for 6 months or more.

yup, I think it's 100+ posts and your avatar has to be "", I'll change it some day to only pick folks that have been 'seen' on the forum in the last X days....

"" that's an empty string

=> Don't show members who have an empty string (a string is a sequence of charactars) as avatar. I guess.
