Seeing as ?s IE is teh [:-censored]ed, he asked me to make this Topic. He needs a Diagnostic and Repair Program and would really appreciate any help.

If you can get a program, go get partition magic, make another partition save your data there and format the old partition. Diagnostic and repair programs are useless unless you are a pro. Then you can merge partitions again and defragment HD

I'd just send him Firefox via IRC, mail or even an IM like ICQ/MSN etc.

Hehe, unfortunately, it's not the only thing which is slow. Windows Explorer is also slow and?*Opens up chat log, cause I can't remember*... and Control Panels and err quote:[00:26:20] ?OnE GrAm?: everything to do with my Xp is screwedYeah, so I guess he should do what BMF said; Reformat.

ok, if he's already run an anti virus with an updated file, and ran spybot and ad aware, here's a few more things he can do:
download StartUpCPL from http://www.mlin.net/files/StartupCPL.zip
unzip, run, goto control panel, open StartUP icon, disable EVERYTHING but explorer.exe, taskbar, and tweak ui (if you're running it). if system performance improves, you can re enable things like anti virus and the such.
download and run RegClean http://download.com.com/3000-2094-881470.html?tag=list (works fine for 2000 and xp). it cleans the registry of unneeded reg files.
download tweak ui if you don't have it http://download.microsoft.com/download/f/c/a/fca6767b-9ed9-45a6-b352-839afb2a2679/TweakUIPowertoySetup_ia64.exe
goto control panel, open tweakui, go to repair, and repair EVERYTHING
on internet explorer, go to tools, general, settings, amount of disk space used, set this to 50 megs.
if none of this helps, i'd go for the format.
