You mean where can you upload your maps and download other peoples maps?
Well if you want to upload your maps, put them in a WinZip file. Then go to 'My page' (at the top of the forum) and 'My files'. Then upload it there and give out the URL.
There are a few places you can download maps.
Selfkill will have some excellent ones.
