Two Problems Here
1. I downloaded the soldat skin colour changer and it says it cant find the configuration file what am I supposed to do what folder do i put it in
2. Where do I save Soldat mods too?

I do it the hard way, go in your players profile add it in.

*There should be a button like this ... next to the load button. Use the ... button and locate the Soldat.ini file. It should work now.

*The mods should be placed in the Custom-Interfaces folder.

Either read the manual or put it in the Soldat directory.

Depends. Scenery files go to the scenery-gfx folder, textures to textures, gostek to gostek etc.
Read the readme's etc.
some "mods" are just interfaces..
You should ask the creator of the mod or post in the topic about the mod.

A "good" mod should have the folder structure saved in the zip file, so that you can extract it just to the main soldat folder. You'll know it works when it starts overwriting files. Just make sure you have the option to extract to the folders enabled (can't remember what it's called right now :P)
