..Yes, just play Rambo match. If you want to pick up the Bow just drop your current weapon and walk over it.
If you're talking about being able to have it as a normal weapon, without being in Rambo Match, then no, it's not possible.

It's possible to create a BOT and give it a Bow. You can then add it to a non Rambo match game. I don't know about being able to pick it up once you kill it though as I tried and couldn't. :(

Ive seen people with the bow in online TDM games, and they are not bots! WTF is happening?!?
