I have read morpheus's guide to setting up all of that stuff, but it is really confusing. Can i have a reasonable unconfusing explination of how to achieve a stable enviroment for a dedicated server. Also can theses changes be only altered on 1 and only 1 specific User name(for windows xp),or are these changes good for your computer in general? Are there any other recomended sites that walk me through the process, or should I just go back to the Morpheus Sticky about this topic? Please help!

I think the changes affect your whole windows system, but since it improves your connection (in general I guess), it shouldn't be a problem.

Better ask morpheus (via PM or in his topic), because... he just wrote it :)
