what browser are you using?

internet exploder newest version

Go into

1 - internet explorer
2 - tools menu
3 - internet options
4 - connections
5 - select your dial up connection
6 - settings
7 - check if 'use proxy server' is ticked - try unticking it

If you are on a lan/router then use 1 to 4 then click on lan settings and look for 'use prxy server'
