Why isn't my lobby working?? I have the fix and the right address in my lobbyserver.txt (lobby.soldat.pl)

First, you could just have looked for older post and see about million topics on 'lobby isnt working'. Second you posted in the wrong section. This should go to "Need help? Report Bugs!"
The lobby is down. Just be patient it will come back up.
