Auto-downloading trouble

When I hosted a server with my custom maps,
it seems people try to join in but they can't.
I see the message "(IP number)requesting the game..."
but they never enter my server.Why?

I can auto-download and join in other's servers with their
custom maps.So I think it's my connection or my soldat settings that
causes this trouble.But I don't know what settings should I change
to let people auto-download maps and join in.

I set the port number 23083 in the Setup.exe
and 23073 in the Join Game menu.(are these two numbers different?)
I'm on cable and dont use router.
Should it run as dedicated server? but I saw a man hosting server
with custom maps with himself playing in it.

I will very appreciate if someone help me.

The only thing I can think of is that at some point, whether your connection or some sort of software, is keeping the people from joining.

Do you have anything that blocks access to certain ports, such as a firewall or a "hardware" firewall?

Also, if you use Network Address Translation (NAT), you'll have to set up port forwarding so that those ports are directed to your PC's IP address.

Sorry, but that's all that I can really think of without any more information.
