Where can i get a program that you make mods with?

you make mods with:MS Paint(MicroSoft Paint), paint shop pro,...those are the one's i know about :)

Just use paint. You can make just as good mods with it as you can make with other programs.

err, but like animations and stuff,like new punch anims. How do i make them

but if you shange tha Animations you can't play on-line anymore...

you can, as long as the anims you make use the same # of frames ^_^
