no, you dont have to be registered.
and this kind of question should be answered in the soldat manual or the soldat.pl FAQ page <_<

Yes many people play online but be wary...
a few mistake and losses now will make you stronger in the end
and for a translation it means you will probly lose a couple of games but you will learn from them
