Some guy sid, there actually is a weapon editor out. Where can we have it?

Do your research luv. Theres a new server out, 2.2.4, which is 'experimental', and allows the host provide a passworded server with his own choice of edited 'damage' for each weapon. Nothing else yet, just the damage. The full thing is still to come.

Yes. I'm expecting a lot from it. But I'm afraid that it will, in some aspects, ruin Soldat.

Actually, I don't really think it would hurt Soldat much. Many people who run servers seem to be respectable. knowledgable, players in the Soldat community. I am sure if the weapon editor would hurt the game, they would remove it from the server.
