Yes, Soldat, as many other files on the internet, comes compressed to help reduce file size.
You'll need to extract it using a compression utility. I currently use WinRAR, but if you use Windows XP/2000 you should be able to extract the file already.
Just extract the setup executable and run it to install Soldat.
