for running faster, try to walk and press up from time to time. or use hacks.

and for shooting faster you hold the shooting-button or your "frend" is hacking.

Running faster works by triggering the jump button (especially when walking uphill). The 'real' way is hard to explain. Try jumping from time to time when moving around. If you practice a bit you will get the drift.
Shooting faster is not possible by a trick like that. If he does, then yes, he's a cheater.

The Alt + F4 is a common joke to fool noobs into closing the game.

Run and jump.
Practice will also help you.
