My server is always laggy. I have a nice cable connection, and it's pretty fast, but for some reason. people always tend to lag in my server.

I host INF for 12 Players, when its full, avergae ping is about 300 -200.

Does anyone have any method of creating less lag on my server, or is my only solution to get a faster ISP?

ok, heres some tips, 1. get a faster connection, 2. make player limit 10, and 3. make avarage ping like 500 or something

Get a faster connection with more upload speed. I'm not sure the exact speed of your connection, but most cable/dsl users can only host 6-8 players without the game skipping.
