Alright, recently the image in my signature was removed. Twice before it, it had been removed as well. I'd reviewed the rules on signatures after the first time but my sig was 23KB and not 20, so I understood why it was removed.

This time, my sig was exactly 300 width by 150 height, and 20KB in size exact. I just want to verify, do signature sizes have to be BELOW 20KB, and that's why mine was removed? Because it was exactly 20KB?

Well the rule is, it can't be over 20480 bytes, if it is over by even 1 byte, chances are it will be removed.
So the answer would be that yes, it need to be exactly 20480 bytes or under.
But just because that's the maximum size allowed for signatures does not mean your sig should necessarily be that size :P Why do you need a 300x150 @ 20kb sig for anyways? :O

(Note: I didn't remove it, I don't usually remove sigs that are only slightly over 20kb, so don't blame meeeee!)
