Gamechat_# (1-enable chat 2-disable chat in server)
Gamebalance_# (1-enable balance teams 2-Disable balance teams
Gamestat_# (1-enable stationary guns 2-disable stationary guns

Those two are in the game already.
They are respawntime and maxrespawn time (see the 'commands' section of the manual for more info).
