can i make bindings in soldat? so that i press maybe "a" and then he says hi ... u know what i mean ? like in cs

There are what you call bindings pre-loaded in soldat, use alt + any character to get a response.

yeah! soldat fully supports hot-keyed taunts! (Alt + 4 = /victory = victory scream)
very useful for like "enemy flag carrier escapign TOP" or such taunts...
