i created a server it is working. i made the respawn time 3sec. but in the game me and my friends after die they immediately respawn there is no respawn time. i made respawn 20 and it is same there is no respawn time. how can i make it 3 sec??

The time set in the servers INI is not seconds.
1 = 60
2 = 120
3 = 180
4 = 240
5 = 300
6 = 360
etc etc (+ 60)

so in your case, you want 3 second respawn, so set the respawn time to 180 in your soldat INI.
