Soldat Setup > Network > Server link

if you use the dedicated server (which you should use for ALL internet servers, as the "built in server" is insecure and unsafe to use) you do this by setting Server_Info in soldat.ini

You can setup the server in Soldat/Soldat Setup and copy the ini file.
