You can't. Colored scrollbars are not a part of official CSS specification, it's a M$ "invention".

Bad, bad, bad idea. Scrollbars in flash are a pain to create and edit even with components and they rarely mix well into the rest of the site unless the entire thing is supported by flash.
And, as Aquarius said, I don't think those work in Firefox, only the most recent versions of Netscape and IE.

Flash = bad game
The above posts are correct, colored scrollbars use non-standard CSS.
