With version 1.3, turn off all weapons and set the [Punch] weapon in the weapons.ini to bullet type=12. Try it (don't flame me, beta testers).

Michal did not fix bugs related due to "odd" settings in weapons.ini
You can't blame anyone there ;)

Hey, I had a server running with this idea when there were only four 1.3 servers up! (only temp.)
