Ive never known the law to be used for someone coming running at you anyways, you could always gun someone down like that. Almost everytime Ive been law'ed, and it has been alot so maybe im alittle bias, it has been outta nowhere by someone I wasnt even looking at. This is in games with lots of players of course.
