This program used to work for me before, but now somthing is different.

The actuall editor works good, it changes the taunts file to what i want it. But when I get ingame my taunts do not correspond with the file in the soldat folder, instead my taunts are the same as about a month ago. With no change. I tried re-installing soldat and the editor but neither worked. Is there a fix for this so i can use some fricking taunts?

You are most likely using a registered version of Soldat.
Instead of editing Soldat.ini, change the .ini files in \profiles\
