I cant fire the LAW weapon. it wasnt like this till 1.3, why is this?

You must hold the fire button while crouching on the ground to fire.

This weapon now has a start-up time, like the minigun did in 1.2.1, so you have to wait a second, as Lapis Lazuli said, before it will fire.
