Go to your Soldat folder in the Start Menu and click "Setup".
Or, open the folder where Soldat is installed and run "Config.exe".

Its illegal to change the graphics, you can only change the graphics if you have a letter from Michal saying you can do so.

Are you sure he doesn't mean modding?
I'm not sure if you mean modding, where you edit the bitmap files with a program (Paint, Photoshop), or something completely different.
To modify the graphics, go into a folder that ends in -gfx and edit the bitmaps inside with the program of your choice. The only thing you aren't allowed to do is edit scenery-gfx files.

Regardless, changing the textures, gosteks, weapons, etc, will improve the appearance of the game.
Thus improving the graphics.

You can't change the graphics quality. Or you just mod them to look better, dumbass.
