What the hell is this? I've done nothing extreme to Soldat, yet whenever I try to run a game (offline or online) it comes up with a black screen and an Error Saying I/O 13 Error.
How the hell do I fix this?

According to google, your map list has a paper jam.
make sure your map list is a clear text file with no non ASCII characters in it, and make sure no other programs are accessing the file.

Try reinstalling in a different folder, like c:\soldat.
