namely try these:
do you have a firewall?
do you have a router?
can you get on the net normally?
can you ping any of the servers listed in the lobby servers.txt file in your soldat folder from the command prompt?

and give us more info about your problem. can you never see any servers in the lobby? or never join a game? or what?
