What should you do if someone added 30 bots on a 14 slot server as no one can get in and my friend needs help with it.

Restart the server. If the number of soldat characters on a server goes above 31, the server will cease functioning correctly and will have to be restarted.

I heard its going to cost extra now because there taking up so much slots.

^same here... i remember playing inf_junglestrike with you leo, the server said 3 people were on, despite the fact that there were about 15 bots on the server.

Yeah thats 15 this is 30 bots but it got cleared up now anyway.

To many bots suck. Especially if they're zombies.
