In paint: save it as a .gif. The in Image / Properties -> Transparency or something.

I don't think that exists.
For simple transparency tasks I use Infranview. Make the image in something, Save as a file that supports transparancy (gif, png, ico [ico isn't an image format as much as it is an icon format but beh]), then check that the transparency box is checked. When you click save, a box will appear telling you to click a transparency colour.
It's kinda complex but I think Infranview is smaller than the GIMP if you are downloading. Infranview is kind of limited though, getting the GIMP might be a better bet.

Use Giffy. You can select with a tool which colour who want transparent when you save the image. And it's a very small program.

Microsoft Photo Editor has a transparency tool as well.

"Attributes," not "Properties." And that doesn't show up on my XP...
