when i start a dedicated server,i can never connect via for example ARSSE.
it always says: Connection failed

Are you using the Dedicated Server 2.3.7, or the one built into Soldat? Only the Dedicated Server will allow you to connect and administrate the server.

you also must have tcp on that port forwarded, not just udp
