This is a somewhat complicated idea, so please, put up with my irreverent bibble babble...
I believe that not only on server you should be able to use your own weapon mods in other servers, provided they give permission.
But I hear you think: What of your well balanced gun that you took 5 hours to make against some random's 100 shot no reloading missile shooting evilness? To counterbalance this, I'd like to see an in game weapon editor, somewhere in the options menu, where you can mod any gun you choose but still keep it within th game balance.

Now the way that this would work is how the pointers would counterbalance eachother.
If you want to make your gun able to shoot a total of twenty bullets each round, then the damage might increase, the self bink might go up a bit, keeping the whole balance in the mix.
If you wanted a one shot kill weapon, then the bullet speed would be non-existant, and the damage would totally be up as much as it could, and the bink would react accordingly. Now, if you wanted a gun with absolutely no self bink, then the bink would react, causing the gun to jump when the player is shot.
I put the windup time in because, in my view, any gun with more than fifty bullets should have a windup time. But, the windup time can be a good thing, if you'd especially like to have a faster bullet speed and the bullets shot out faster, more or less at the expense of the self bink and damage.
This is the simplest I could make it.
Now moving on, the whole reason for the above is so that if you enter a server allowing you to bring in your own weapon mod, then every player can have an even and fair game.
