If you edit your weapons.ini it should run them when you make a server.

From manual:
/LOADWEP xxx | reloads weapons.ini weapon settings or from file xxx.ini
xxx-replace with your edited .ini name

If you change weapons.ini, soldat will load that weapon mod up automatically.
If you made another .ini, then follow Sgt. Beaver's instructions

It's also possible to make a .bat file using Notepad, so that you don't have to enter parameters over and over, and you can even make shortcuts to various mods and so on. Although I don't know how you'd do just a weapons mod, a .bat file for a graphical/complete/whatever mod, placed in the main Soldat directory, is as simple as:
Soldat.exe -mod ModFolderName
exit
You put the .ini in your soldat folder.

i hope you placed the mods *.ini in the top map of soldat (where soldat.exe is),
and replaced the xxx with your wm name (the weapons.ini e.g. if you had war.ini , you would write /loadwep war )
