what port to change?

which ports? I have:

Port=23073
JoinPort=23114
ClientPort=23083

I dont think it has to do with the ports (unless you're behind a router or firewall). Check if Allow_Download or something like that is checked.

where is the allow download?

In ini it says allow_download=1

you have to have ports 23073 and 23083 opened. having just 23073 opened will not allow files to be downloaded
