If you're talking about changing between full screen and windowed mode, you do that on your own.
Edit: Hmm..when did that come out?

Actualy it can be done :p
You can download it on www.soldat.eu.org "Soldat resizer by Rainrider".
How to use:
Change to windowed mode (and disable anti-aliasing to make it less blurry), first launch soldatrisizer.exe and then soldat
And if it "freezes" it's probebly cause your pressed alt press it again to "unfreeze"
Still looks nice and even better I think on big resolutions.
