my friend doesnt have a puter but does have a PSP and i was wanting to know how to play soldat on the psp--do you save the soldat as a game utility or.....I..Dont...know....help....please...anybody?

It probably is possible.
I'm pretty sure that you can install linux on the psp, so do that.
Make sure the screen resolution is 640x480.
Use an emulator like winnex, to use soldat.

Does the psp have usb ports? If it does give it a usb keboard and mouse.

I don't know much about the psp, but suppose this is possible. You can connect it to your ordinary ps2, and through ps2 you can add keyboard and mouse. you can even get it on tv then :)

People managed to install Linux (and Win95) through an emulator which I don't believe supports 3D Acceleration.
