how can i open my own wed and and every one can enter throgh it in to the game?

Just go into options, and check off "register game in lobby" or it's something like that.

Frst, you need to make sure that you have the required ports open. Read the sticky for all that info. Then, assuming you want to host via Soldat itself, and not the stand-alone dedicated server, you will want to check the options page to make sure that 1) Internet is checked, and 2) Register in Lobby is checked.
