Yeah umm, I played Soldat before and I had a map editor, Ive recently installed the latest version but I cant find the map editor. Is it exclusive to the payed copy only?

Nope. All map editors, bot editors, interface editors, taunt editors, etc. are free of charge. A great map editor I would recommend for you is (what else but) Polyworks!!!
