I think DE are nerfed, no one will use it, they are very hard to use.
Dont change them, just improve netcode or something to stop their unregistered shots, its why they are hard to master ( in-game, its most of time 4-5 hits to kill -_- ).
Knife is useless without increasing a little speed, like 1.1b or 1.1c, and with this version, barret will be overpowered, more bink should be the solution.
Ruger is too strong in 1.3.1, and in 1.2b, it will be overpowered,
the 1.1b beta was good ^__^.
