It probably IS a problem with your volume control. Open the volume control > Options > Properties > Playback > Check MIDI. Now the tab should appear.
Have you tried installing the newest drivers for your sound card?

Yup b00sty's on track :)
Your MIDI volume could well be muted, and the tab hidden.
Either that or your drivers are screwed ^^

Then my drivers are screwed because no MIDI tab exists in either the checkboxes or volume tabs...

Well, it might be that you don't have your 'gm.dls' file specified in the registry :)
Try just downloading a driver that suits. Install it and hope it works :)
