In an online dedicated server, if the game is paused, the time keeps ticking. The time stops while the game is paused in a non-dedicated server, but it keeps running if the game is paused in a dedicated one.

It does actually stop, but client side it keeps counting. When you paused two minutes It will continue to play two more minutes when at the client the counter is zero.
I suggest a full pause for dedicated though. One where nobody can move but only chat. It would make clanwars a whole lot easyer!
