Yeh, we know it, 99% of all LAW shots being invisible.
But now I remember something from the beta test, dunno which version exactly, but there was the problem that one player's shot were invisible to the other and not hurting at start on a self hosted server. Might this have had the same cause as the current situation with the LAW? The only difference is, that invisible LAW hits are deadly :P
