the folder is missing when installing the 130->131 patch (yet it shouldnt matter as the one of the 130 version should be there.

EDIT: It is there when doing a full install. So its nothing serious I guess (do the blood gfx differ from 130 to 131?)

It probably isn't there because it's not needed with the patch.

Yeah it isn't there. Well it's nothing serious you'll just have the old files if you install from the patch.
